I went to the US recently and had a hire car similar to my own in the UK. I used the full tank of gas travelling around and went to fill it up noting that we use green for unleaded and black for diesel. In the US, they have the opposite way round so black is actually the petrol and green the diesel. Anyway, I filled the car up and it cost me $17.33, which is about £11.97. OMG!!!!!!! On returning to the UK, I went to fill up my car wishing it would cost about £12, no it cost me £53........."you do the math!!!!".
I think this article in the telegraph tries to explain it: http://www.telegraph.co.uk/finance/personalfinance/money-saving-tips/11756121/Petrol-and-diesel-The-cheapest-countries-and-why-Britain-ranks-as-one-of-the-most-expensive.html
Whilst in the US, I saw on the news that the government was doing its best to keep the prices low to encourage people to fill up more and travel around, therefore bringing trade all over and encouraging people to spend. Seems logical to me, but our government just think......."KA-CHING!!!!"
