Do you know what else is really annoying and probably another reason why this country is going down deeper and deeper, not to mention getting into debt (don't get me started on the money given to other countries etc).
Well the answer is local government agencies etc like councils, emergency services (NHS, Police, Fire) etc that spend money just because they have it. You can see at the end of the year comes and they all say, wow we have £500,000 left in the budget, if we don't use it then we will lose if, so we may as well spend it.
Now lets take the local council for instance, what can they do? Well why don't we start digging up and relaying some roads that we did earlier in the year and make it annoying for motorists, that will slow them down. We also need some cycle paths making up, putting some more yellow lines down and some signs up that no one actually uses. There we go, no money left, perfect.
Now, if all these agencies put the money to good use, get to keep it for the next year or return it for an incentive of some sort, then surely the country would be at least better off.
